The Role of Heroism in the Reconstruction of the Present-day Rwanda
In a public lecture on heroism and dignity to students and staff of the Institute of Legal Practice and Development (ILPD) on February 2, 2024, Honorable Senator Prof. Dusingizemungu Jean Pierre highlighted the important indicators of heroism in the post-genocide Rwanda.
He started by explaining the concept of ‘Inkotanyi’ which is a spirit of courage, sacrifice and altruism that helped shaping today’s Rwanda. Honorable Dusingizemungu elaborated on the process of halting the genocide against the Tutsi, preventing retaliation, initiating universal health care, repatriating refugees, introducing Gacaca courts, integrating ex FAR in the national army, adopting the most liberal and customized Constitution, etc.… .
Prof. Dusingizemungu reminded the youth the remarkable courage of Inkotanyi (FPR) on the battle field. They were facing at the same time both the enemy in war and the perpetrators of the Genocide. They rescued those in peril, restored order, and fostered unity and reconciliation, all of which were instrumental in shaping the nation's current landscape. He said that the Inkotanyi are used to preach by example. He gave the example of how they indiscriminately treated the wounded and fed the hungry in Rwamagana. This was a sign immense bravery in saving lives, something that contributed to the nation's existence today."
Prof. Dusingizemungu commended President Paul Kagame's initial courageous act of preventing revenge, citing instances where soldiers, despite personal losses, refrained from seeking vengeance. This decision, was recognized as a pivotal step in nation-building.
Prof. Dusingizemungu detailed Inkotanyi's commitment to vital initiatives like education and public services. He recalled that the establishment of schools happened amid resource scarcity. "Starting schools, even in the face of financial challenges, aimed at re-educating a population that had suffered losses—this too is an act of bravery.", did he remind the audience.
As far as legal field is concerned, Senator Dusingizemungu praised the courage exhibited in formulating Rwanda's constitution, emphasizing its commitment to fighting genocide and genocide ideology promoting unity, and ensuring gender equality through open discussions and consensus.
Senator Dusingizemungu Jean Pierre informed the ILPD youth that there are values of courage, love for work well done, decency, honest and integrity are among the few characteristics of the Inkotanyi spirit. He commended them to continue building on these values and shape the Rwanda they desire.
