The Minister of Justice Opens DLP and DLD 2017 first Intake
On this Tuesday 17th January 2017 the Minister of Justice and Attorney General Hon. Johnston Busingye officiated the opening of the Diploma in Legislative Drafting DLD 2017 and the Diploma in Legal Practice DLP 1st intake of 2017 at ILPD Headquarters Nyanza. The total number of the incoming students is 100. 74 are registered for DLP and 26 for DLD.
In the students of DLP 14 of them are Rwandese, 49 from Uganda, four from Cameroun, four from South Sudan, one from Sudan and two Kenyans. The 26 students of DLD are all Rwandese.
Asked by Journalists the reason of this number of international students in ILPD, The Minister said that it may be caused by a list of reasons; the cost of the course comparing to other countries, the quality of service delivered by ILPD, and the fact that ILPD receive a manageable number of students so that every student can be well mentored by lecturers.
Recently the Government of Rwanda has taken measures that oblige every practitioner in the field of law to undergo the Diploma in Legal Practice program which is being conducted by ILPD. Apart from these six months programs, The institute offers Continuous Legal Education (CLE’s)—which are short courses that focus on specific topics. This may be about new laws; and legal practitioners are trained on how to apply such a new law. This can be done on request, but there is also a program that is aimed at addressing the skills gap whenever need be.
The whole practical training basically rotates around enabling practitioners to conduct their duties the best way they can. This involves giving trainees skills that will see practitioners applying laws the right way they can. It also considers conducting self or applying the law without fear of favor but in a sense of searching for justices. Since the establishment of this institute, over 1000 practitioners have undergone training in Post Graduate Diploma in Legal Practice. This is the key course.
