The Minister of Justice closes the training of public Legal advisors on Construction law

From 1st to 5 December 2014 the Institute of Legal Practice and Development organized and delivered a training course for 39 Legal Advisors from different government institutions, including central and local governments. This tailored training program focused on the Construction Law. It aimed at training legal advisors on how to manage a construction contract, to analyze the risk of the contract, and to deliver legal advices on the construction contracts. The Training Session was officially closed by Honorable Johnston BUSINGYE, Minister of Justice/Attorney General. The Closing Ceremony started with a speech from the Participants’ Representative. He took this opportunity to thank the Institute of Legal Practice and Development for hosting this important training. He said that all participants have really learned in depth the establishing and managing of construction contracts. Closing the training,Hon. Johnston Busingye encouraged the trainees to put into practice what they learned. “Please make sure that you bring at least 50% of what you learned here at your job. Don’t stay as you were.” He said. The Minister reminded them that the continuous legal education is an arm to fight against unprofessionalism in legal area, building confidence into legal advisors, and equipping them with updated legal skills. He further promised the trainees that this training will be followed by many others on different topics. Honorable Busingye told the participants that Legal advisors are charged to assist the government in its negotiations and to examine contracts at national and international level, ensuring compliance with national legislation agreements entered between the Government and private individuals, private companies, countries and international organizations. They have the overall responsibility to advise the Government on legal matters preferably before binding decisions are made. According to their representative, one of the challenges that the public legal advisors are facing is the status of their position on institutions’ structures, whereby it is not easy for them to deliver considerable legal advice to chief budget managers and other leaders asjust an Officer. On this issue the Minister requested them to show good performance just where they are and this performance will enable their promotion in future.
