The Institute of Legal Practice and Development (ILPD) is conducting a training of Rwanda Revenue Authority (RRA) staff in charge of revenue investigation, compliance unit, quality assurance and risk management on Rwanda Taxation Legal framework at RRA Training Institute at Huye for a period of three weeks.
The official opening of this training that took place on this 14th May, 2018 at the RRA’s Training Institute at Huye was presided over by the Deputy Commissioner General (DCG) in charge of Revenue Investigations and Enforcement Department Mr. Robert MUGABE together with Dr. KAYIHURA M. Didas - the Rector of ILPD, in the presence of both Ms. Barbara NABUKERA representing the Uganda Revenue Authority (URA) and Mr. Claudien UZABAKIRIHO, the Deputy Principal of the RRA Training Institute.
The course on Rwanda Taxation Legal Framework has been designed to complete other three modules; The Financial investigation module, International taxation module and Revenue Intelligence module, four of which lead to the award of a
Post Graduate Diploma in Tax Investigation.
This training is in line with the already existing partnership and the signed MoU between the Institute of Legal Practice and Development (ILPD) and the Rwanda Revenue Authority (RRA) to strengthen their relationship especially in regard to the later’s training needs, and is being delivered in partnership with Uganda Revenue Authority (URA) which offers the mentioned diploma.
ILPD has endeavoured to develop this Diploma program to be entirely offered locally but due to the accreditation requirements, the process is still on and so, still needs some time to have everything required in place for it to be fully offered by the Institute (ILPD).
Nowadays, frauders exploit loopholes that are brought by the advanced technology and other means to evade taxes, and so, through this training, <s>the</s> participants will gain skills to determine and unearth all kinds of tax fraud and related manouvres so that they may be able to fight frauders.
As this is the first intake to study this professional course, NSHUTI Fred, the Head of Integrity Management Division at RRA, suggests that many RRA staff members should follow this course so that they may be able to handle the issue of tax fraud.
