ILPD & INILAK Nyanza mark the 66th anniversaries of UN conventions on Genocide prevention and Human Rights protection
On December 9th 2014, the world marked the 66th anniversaries of adoption of the UN Convention on the Prevention and Punishment of the Crime of Genocide and the Universal Declaration of Human Rights.
To mark these anniversaries, The Institute of Legal Practice and Development staffs joined the INILAK Nyanza Campus Community for a public debate on two themes related to the two conventions. Mr Aimable Havugiyaremye (the Ag. Rector of ILPD) and Mr. Michael Kalisa, a Lecturer at ILPD led the discussions that attracted hundreds of INILAK students, and ILPD staff members.
The Ag. Rector of ILPD went through the historical background of the justice sector in Rwanda, challenges and techniques used to overcome them. He insisted on the self reliance that must be in the mindset of all Rwandeses. Using tangible examples and illustrations, he demonstrated how Rwanda managed to protect human rights after the 1994 Genocide against Tutsi. Havugiyaremye confirmed that home grown solutions are better that waiting for the international community support which sometimes do not come or come too late.
Michael Kalisa gave a presentation on the Responsibility to Protect. He explained to the audience the international community has to pray a vital role in circumstances when human rights are violated. Unfortunately this was not done in 1994 in Rwanda when about 1.2 million of Tutsi were killed. Michael Kalisa recommended “NDI UMUNYARWANDA program” to be a way of sustaining human rights in Rwanda.
The public was given the opportunity to ask questions and give contributions and all questions were answered by the two speakers.
