ILPD Empowers BNR Staff in Legislative Drafting Skills

The Institute of Legal Practice and Development (ILPD) is conducting a three-day Legislative Drafting Training for staff of the National Bank of Rwanda (BNR) from 4th to 6th August 2025, aimed at strengthening their capacity to develop clear, coherent, and enforceable legal instruments aligned with both national and international standards.

The training is facilitated by Honorable Edda Mukabagwiza and Dr. Yves Sezirahiga, Vice Rector in Charge of Academic Affairs and Research at ILPD.

It targets legal officers, compliance experts, regulatory analysts, and other professionals involved in law and policy development at BNR. Key topics include fundamentals of legislative drafting, principles of clarity and consistency, structuring legal texts, drafting policy-based regulatory instruments, and harmonizing national laws with international best practices.

Through a combination of interactive lectures, practical drafting exercises, and peer reviews, participants are gaining hands-on experience in translating policy objectives into precise legal texts tailored to BNR’s regulatory framework.

At the end of the workshop, participants will receive a Certificate of Participation issued by ILPD, recognizing their enhanced skills in legislative drafting. This initiative reflects ILPD’s continued commitment to building institutional capacity and promoting excellence in law and policy development.
