ILPD Information 

The Institute of Legal Practice and Development (ILPD) serves as a national and  regional centre of reference for:

1) practical legal training, and

2) research and development of the law,in three languages (English, French & Kinyarwanda). The three legal traditions (common law, civil law & African law) meet at the Institute.

The ILPD is community oriented, for instance through the ‘Maison d’Access à la Justice’, whose offices are located at the ILPD.

Information Communication Technology (ICT)

The vision of Information Communication Technology of ILPD is to allow “Wide access to, and utilization of ICT to enhance the position of I.L.P.D. as a centre of excellence in legal practice and its contribution to the sustainable justice, reconciliation, law and order.”

The Institute of Legal Practice and Development believes in integrating ICT in daily operations to allow quickness, efficiency and cheapness of operations. Therefore, it is the institute policy to ensure and require that all students, academic staff, administrative and support staff are trained on a continuing basis to equip them with the requisite skills to fully exploit the ICT environment in their different functions and education by using ICT in instruction, learning and research through the institute – wide implementation of E-learning.

The Institute adopted the policy of “one computer one user” as part of the Justice, Reconciliation, Law and Order sector ICT strategy, which is also part of the National Information and Communication Infrastructure policy and plan for 2006-2010 (NICI-2010).

The Institute of Legal Practice and Development increased the number of computers from 2007, which were 17 to 86  in 2011 with a number of other IT equipments and software. ILPD is now connected to the national fiber optic network, which makes the internet quick and efficient.

The Institute needs to be a computerized environment through the implementation of the major corporate information systems; therefore, the introduction of electronic learning platform, library information system, Human resource management system, Finance Information system, and Academic record system is essential to allow the Institute train a considerable number of beneficiaries in Legal Practice. The Institute also needs to build a data center to centralize all information for a better security, effectiveness, dissemination and storage. The Disaster protection and recovery plan also is a priority for the Institute.

To allow the efficiency of ICT in ILPD operations, more commitment of staff, students and other partners of the Institute to adopt the use of ICT in their daily operations is essential as detailed in the ILPD Information Communication Technology Policy Plan and Action Plan Phase I (2011 - 2014).
